A graduate of Ruskin and Balliol Colleges, Oxford and of the University of Leeds, his main area of research is in labour economics. He has been a Visiting Professor at the Universities of Stanford, Cornell, IUPUI, Wisconsin-Milwaukee and New York in the United States, Queensland in Australia, and Universite Pantheon-Assas, Paris II in France, and Universite Cattolica, Milan, Italy. He has acted as an adviser on wages and employment to a wide range of private and public sector agencies, including HM Treasury and OECD.

He has contributed articles to the British Journal of Industrial Relations, Cambridge Journal of Economics, Economica, Economic Journal, Economic Letters, Journal of Risk and Uncertainty, Oxford Bulletin of Economics and Statistics, Regional Studies, Scottish Journal of Political Economy, and Urban Studies.
